Strategy & Research that Drives Better Decisions

Insight Comes Before Impact

The best communications strategies don’t begin with assumptions. They begin with evidence. Every engagement starts by understanding where you are today, what your audiences believe, and where the greatest opportunities exist. Through strategic planning, qualitative and quantitative research, stakeholder engagement, and market analysis, we help organizations make confident decisions backed by data rather than instinct.

Over more than three decades, we’ve built a unique body of knowledge across healthcare, public health, workforce development, government, and nonprofit organizations. Beyond conducting custom research for individual clients, we’ve developed proprietary datasets and benchmarking tools that allow us to compare trends, identify gaps, and uncover opportunities that would otherwise remain hidden. In the public health space, our experience supporting overdose prevention, drug user health, overdose fatality review, suicide fatality review, and community health initiatives gives clients access to insights informed by years of real-world experience across dozens of organizations and communities.

Our work ranges from market research and landscape assessments to strategic planning, message testing, stakeholder interviews, surveys, and capacity-building initiatives. We’ve helped The Citadel evaluate and launch new graduate academic programs during a period of significant public scrutiny. We’ve led statewide landscape assessments and facilitated the Aging Policy Summit to identify priorities for New York’s aging services network. We’ve produced research and white papers for coroner and medical examiner systems, supported overdose and suicide fatality review programs, and helped lead strategic planning for initiatives such as the North Country Digital Inclusion Coalition. Whether the challenge is understanding a market, identifying barriers, measuring progress, or preparing for the future, we help organizations transform information into strategy and strategy into action.

The Citadel Graduate Program Launch

When The Citadel prepared to launch a new portfolio of graduate degree programs, the institution was also navigating the challenges of a highly publicized campus crisis. Paul Fahey led the team that developed a strategic recruitment plan focused beyond the local market, targeting regions with strong alumni networks and positioning the programs for national visibility while helping the institution move the conversation forward.

North Country Digital Inclusion Coalition

Fort Drum Regional Planning Organization and Adirondack Health Institute engaged Primeau-Fahey & Associates to help facilitate and manage the North Country Digital Inclusion Coalition. Our team guided stakeholder engagement, coordinated coalition activities, and helped develop both a strategic plan and the implementation roadmap that continues to advance digital access across the region.

Reimagining Rural Health

Our team facilitated a strategic retreat bringing together more than 50 public health leaders representing rural counties across New York State. Through a collaborative planning process, participants identified emerging challenges, established shared priorities, and developed a policy agenda to help shape future legislative advocacy and improve rural health outcomes.

New York State Medicolegal Death Investigation Training Program

We helped launch New York’s first comprehensive continuing education program for coroners and medical examiners, expanding upon the required Coroner 101 curriculum delivered by NYSACCME. In partnership with NYSDOH and Syracuse University, our team managed promotion, registration, virtual programming, and an in-person conference that delivered more than 30 hours of continuing education while helping strengthen the state’s medicolegal workforce.
